TO ALL PERSONS AND ENTITIES WITHIN THE FOLLOWING SETTLEMENT CLASS:

All current and former residential customers of Verizon Maryland Inc. (formerly known as Bell Atlantic Maryland, Inc., hereinafter "BA-MD"), excluding the Trial Court Judge and members of his or her immediate family, who paid one or more Late Fee(s) to BA-MD between January 1, 1996 and September 30, 2000, and all current and former business customers of BA-MD who paid one or more Late Fee(s) to BA-MD between May 1, 1996 and September 30, 2000 (hereinafter, the "Settlement Class").

THIS NOTICE MAY AFFECT YOUR RIGHTS. PLEASE READ IT CAREFULLY AND COMPLETELY. IF YOU ARE INCLUDED IN THE SETTLEMENT CLASS, THIS NOTICE CONTAINS IMPORTANT INFORMATION ABOUT YOUR RIGHTS UNDER THE PROPOSED SETTLEMENT.
